A mandatory buyback program isn't synonymous with confiscation. The firearms would be made illegal and if you turn them in then the government pays you the market value for the rifle. If you don't, you're breaking the law, but the only way the police will find out is you're reported, use it, are seen with the rifle, etc. It would be just like possessing any illegal item.
