Thousands of American soldiers, countless foreign civilians, and trillions of taxpayer dollars have been lost to ongoing wars—investments that have come at the expense of American competitiveness at home. The next administration must renew diplomatic efforts around the world to defuse tensions with Iran and create conditions for peace in Afghanistan, Syria, and Yemen. We must also review our global security partnerships to develop a more resilient and sustainable counterterrorism approach that upholds our values. And we must place our military's posture abroad on surer footing with the American people by, among other things, repealing and replacing the 2001 Authorization for Use of Military Force. Fourth, we must recalibrate relationships with our allies and foes alike. President Trump has turned U.S. foreign policy upside down, embracing adversaries like Russia while eschewing those who have long been our closest partners. The next administration must redress this approach by strengthening relationships with our allies and working with them on issues that require multilateral solutions and international cooperation. The next administration should also take stock of whether U.S. interests are being well served by countries that operate at odds with our values. America must confront the threats posed by China— whether in trade, cyberspace, or in its undermining of human rights. As for Russia, we must stop Vladimir Putin's attacks on our democracy. Fifth, our country needs to address the greatest global challenges facing humanity. We need an international effort to combat climate change that reflects the magnitude of the crisis. Rejoining the Paris Agreement won't be enough; the next administration must commit to centering climate in its foreign policy by explicitly articulating climate change as a diplomatic priority and by training a cohort of foreign service officers to prioritize climate issues in all bilateral and multilateral fora. We also need humane and pragmatic policies to address the greatest migration emergency in our lifetimes. We need a renewed commitment to nuclear nonproliferation and disarmament. We need technology policies that advance our interests in both freedom of speech and security, and we should work with democratic and like-minded partners to advance these values in an international forum. Global multilateral organizations that can develop norms for these challenges and enforce them will be critical to our efforts.

When I put my hand on the Bible at my inauguration, it did not occur to me that less than two years later, I would have to tell my daughters about a plot against me. But earlier this month, I learned that a multistate terrorist group was planning to kidnap and possibly kill me. Law-enforcement announced charges against 14 people as part of the plot. As jarring as that was, just over a week later, President Donald Trump traveled to Michigan, and when a crowd chanted "Lock her up" after he mentioned me, he said, "Lock them all up."

I am not surprised. I have watched the president wedge a deeper divide in our country; refuse to denounce white supremacists on a national debate stage; and launch cruel, adolescent attacks on women like Senator Kamala Harris and public-health leaders like Anthony Fauci. And while I won't let anything distract me from doing my job as governor, I will not stand back and let the president, or anyone else, put my colleagues and fellow Americans in danger without holding him accountable.

Every time the president ramps up this violent rhetoric, every time he fires up Twitter to launch another broadside against me, my family and I see a surge of vicious attacks sent our way. This is no coincidence, and the president knows it. He is sowing division and putting leaders, especially women leaders, at risk. And all because he thinks it will help his reelection.

Look no further than the president calling me a "dictator" on Fox News, Mitch McConnell laughing on the debate stage as his Democratic challenger called on him to save lives by passing a COVID-19 relief bill, or Republican legislative leaders right here in Michigan fraternizing with those who stormed the Michigan capitol, long guns in hand. From the White House all the way down to state and local governments, these leaders have shown a disdain for unity and have failed to rally fellow Americans against a common enemy: COVID-19.

Even now, as leaders from both sides of the aisle call on him to tone down his violent rhetoric, Trump just keeps going, hostile as ever. He is trying to distract Americans from his failure to protect our families and trying to divide us further to win the election. He has taken to Twitter to spread lies and launch cheap insults against those with whom he disagrees. Eight months into the pandemic, he still does not have a plan to protect our frontline workers or rebuild our economy. He has only lies, vitriol, and hate. And as we saw earlier this month, his violent rhetoric puts leaders across the country in danger.

We cannot count on President Trump to rebuild America. We cannot expect him to unite us against violence and hate. Fueling the deep divisions within our country is a tactic he has been using for years, often with the help of social-media platforms like Facebook, which domestic terrorists used to organize the plot against me.

I grew up during a time when Republicans and Democrats routinely worked across the aisle to get things done, whether it was at the federal level or at the state level right here in Michigan. I grew up in a bipartisan household, with a dad who worked for a Republican governor and a mom who worked for the Democratic state attorney general. This was a time when, as the late Representative John Dingell wrote in his last words to America, leaders "observed modicums of respect even as we fought, often bitterly and savagely, over issues that were literally life and death." Our leaders knew that at the end of the day, we are all Americans; we all deserve to be treated with humanity and respect. And they were bound by their calling to public service. Those were the values I learned when I sat down at the dinner table with my parents every night.

That is what this election is about. This election is about looking our kids in the eye and proving to them that we did everything in our power to build a stronger, safer, more sustainable America for everyone.

The past four years have been the worst version of America. Ever since Donald Trump first stepped foot in the White House, we have moved away from the common ideals and values that are supposed to unify us as a country, putting leaders across the country—including me—in danger. This president has failed our country, and it is on all of us to come together to turn things around. We deserve better.

Joe Biden: 2 years after the Tree of Life shooting, the world feels dark. We must be the light.

(JTA) — Two years ago, a gunman entered the Tree of Life synagogue in Pittsburgh with hate in his heart and bigotry in his soul. Beset by a false sense of grievance and an imagined threat, he murdered 11 peaceful souls at prayer, taking age-old anti-Semitism to its most vile conclusion. We were reminded in that moment, as we have been too many times before, that we still have work to do to give meaning to the haunting phrase: never again.

I've never forgotten the harrowing lesson of those words, which I first learned from my father as a young boy in the years that followed the horrors of the Holocaust. I've done my best to pass that lesson along to my children and grandchildren, taking them to visit Dachau so they could see firsthand what can happen if we stand silent in the face of evil and prejudice. Those experiences were about more than bringing to light the darkest chapters of the past. Because the end of that story isn't one solely of loss and devastation; it's also about the survivors, their perseverance, determination and faith.

It's about the wisdom we can glean from generation to generation of Jewish history: the necessity of refusing to stand idly by. The urgency of speaking the truth. The demand to pursue justice, embrace peace, repair the world and treat each person with dignity. These principles have Jewish roots, but they are also fundamental to who we are as Americans. We need them now more than ever. We all have to heed the rabbinic teaching that "it is not your duty to finish the work, but neither are you at liberty to neglect it."

We have a responsibility to do the work of improving, strengthening and perfecting our union. That begins with affirming an essential truth: no one should fear for their rights, their freedoms or their lives because of who they are.

Anti-Semitism is a cancer that has fueled a dangerous rise in hate crimes over the past four years, from Charlottesville and Pittsburgh to Poway and Jersey City. I got into this race after hearing the anti-Semitic bile spewed by neo-Nazis in Charlottesville — and hearing President Trump say that there were "very fine people on both sides." Those words shocked our conscience and stunned the world.

If I have the honor of being elected, you have my word: we will forcefully denounce this evil, no matter the source. We will lead a comprehensive strategy for battling anti-Semitism. We will restore funding for programs to address domestic extremism, prosecute hate crimes and substantially expand investments in protection for our houses of worship.

We will lift up our common humanity on every issue, including our comprehensive effort to beat COVID-19 — a disease that has taken too many lives, too many jobs and too much time away from kids and grandkids. We will be guided by science, while heeding the Talmudic call: that if you save one life, it's as if you saved the entire world. For any family who has lost a loved one to this virus, I know what that loss is like — that is your entire world.

We'll listen to public health experts, implement nationwide mask mandates by working with governors and mayors, greatly enhance our testing and tracing capacity, get desperately needed resources to families and small businesses to help them weather the pandemic, and distribute a vaccine equitably and at zero cost the second it's ready. Politics won't be a factor. Health, safety and security are all that matter.

Our responsibility extends beyond our borders as well — to maintaining and deepening our unbreakable bond with Israel. I have worked with every Israeli Prime Minister since I first met Golda Meir as a young senator, and my commitment has never wavered: I will always stand firm for Israel's security and against efforts to delegitimize Israel on the global stage. I will work with our ally Israel to ensure it can always defend itself and to pursue the lasting security of a two-state solution. And I will never allow Iran to obtain a nuclear weapon. Unlike our current president, I will never play partisan politics with the U.S.-Israel relationship. And I will restore America's role on the global stage — as a nation that leads not only by the example of our power, but by the power of our example.

Here at home, we must do more than talk about tikkun olam — repairing the world — we must act on its promise. We must recommit to the pursuit of justice in healthcare, economic fairness, racial equality and reproductive freedom, and we must take on the existential threat of climate change. We must welcome the stranger by reasserting our founding promise as a nation of immigrants and asylum seekers. We must uphold our commitment to dignity and respect for every single person, in word and deed.

The Jewish story is the American story — being the light when the world feels dark. No matter the issue, there is one way all of us can write the next chapter: we can vote. We can exercise our power to determine who we are and who we wish to be.

By casting our ballots, we can, in other words, pray with our feet — and in the process, reclaim America's soul.

This was Saturday afternoon. Less than an hour later, someone leaned out of the window of an S.U.V., punched a Trump Store customer in the face, and took off.

"It feels like I'm surrounded by Trump people," said Kendall Messick, 25, a warehouse worker for a phone company who was sitting in the passenger seat of the Chevy Malibu, which had moved to an adjacent lot when a store manager threatened to call the police as the argument escalated.

"Look where you are," said the car's driver, Jamear Seals, 27, a Peloton employee. He gestured toward the growing group of Trump supporters with whom he had nearly come to blows. "You're in a Philadelphia suburb."

This town and others like it will decide which way Pennsylvania and its 20 electoral votes will swing in next week's election. President Trump won the state by less than one percentage point in 2016 and pretty much can't eke out a victory again without it. "We win Pennsylvania, we win the whole thing," he said at a rally an hour from here on Monday.

Saturday morning, before the contretemps at the Trump store, Joe Biden was just down the road, speaking at a community college. "It may come down to Pennsylvania," he told the crowd.

Polls show Mr. Biden leading by five to 13 points, but I grew up around here and am dubious. This place — the land of hoagies and Bradley Cooper and Rocky Balboa worship and Tina Fey's "Cousin Karen" accent — has transmogrified into Trumplandia.

"He has so much more support than in 2016, because it's been four years of accomplishments," said Darinna Thompson, 49, a homemaker who was talking with a group of women outside the Trump Store. They were part of a caravan that had just encircled the Democrats' rally "to say bye-bye to Biden" and let his supporters know they were outnumbered.

"We just drove all around and people were coming out of their houses and cheering us on as we paraded through their neighborhoods," Ms. Thompson said.

Pollsters say that suburban women are President Trump's kryptonite, that they've turned on him. At another Pennsylvania rally, the president pleaded, "Suburban women, will you please like me?"

"I feel like that's wrong — we're the majority," said Jennifer Girard, 41, a single mother working in consumer goods who was standing near a pink Dodge Challenger emblazoned with "Women for Trump." Ms. Girard said that she was part of a group that raised enough money to erect a "Women for Trump" billboard over the stretch of 1-95 that crosses from the city into the suburbs.

Isn't she bothered by the president's loud mouth and tetchy Twitter fingers? "There's a shock factor, for sure," Ms. Girard said, "but I think we know what to expect now." She added, "He's not a politician, and that's why he works for us."

What about his flirtation with white supremacists? "I'm sick of people coming to me and telling me I'm a racist because I'm Republican," Ms. Girard said. "My son is half Puerto Rican. I don't understand where that comes from."

Granted, these women were voluntarily at the Trump Store, but there seemed to be nothing about the past four years that gave them pause. Not Charlottesville. Not the Bob Woodward tapes. Not the pathetic pandemic response and the ruinous economy. Not the president's suggestions that he might not accept the results of the election. A schoolteacher in the group said, with a shrug, "This is Trump country."

On Monday, footage of Philadelphians joyfully dancing in long lines to vote early went viral. But by nightfall, different videos began circulating: There was another police shooting, and West Philly was tearing itself apart. The scenes of mayhem that suburbia — speckled with "Back the Blue" and "Support Our Police" yard signs — awoke to could serve to help this president, who has built his campaign on racist tropes about "anarchist" cities.

My parents, who are divorced and haven't agreed on anything in 20 years, both plan to vote for Joe Biden. They say that, in their respective circles, this makes them unique. My father's wife will vote for Mr. Trump ("401(k)," she says), as will all his friends. My mom says many of her girlfriends will go for Mr. Trump, and she hasn't been able to match with any man on Bumble who isn't a Trump voter.

She lives in Montgomery County, just southwest of here, and went to the same high school as Jill Biden. The front yards of the houses flanking my mom's, the one across the street and three more on the block feature Trump signs. There is one Biden sign on the street. One of my mom's acquaintances recently held a Trump-themed birthday party for her child. Icing on each cookie read, "Make ninth birthdays great again."

On Sunday, I went back to visit the neighborhood I grew up in, in Hatboro, where the most febrile of Fox News talking points are in bloom on many of the front lawns. One house, belonging to Richard Gottshall, is in a league of its own. Hand-painted posters sprout like weeds from every corner of his yard. "We the people are tired of the dirty Demo-rats," says one. "Liars idiots troublemakers news media as well the best is yet to come."

Mr. Gottshall, a retired carpenter and volunteer firefighter, said that some 20 like-minded people had congregated on his lawn that morning to show support for their candidate. His neighbor was not pleased about the gathering.

"The people across the street here, they're Democrats," said Mr. Gottshall. "They tried to outdo me — they had 29 signs. They called the police." But, he added, "First Amendment."

Mr. Gottshall explained to me how the media was corrupt. I told him I grew up on the next street over. He offered me a hot dog. I asked him if posting signs calling his neighbors "rats" was crazy. "Not really, because it's on television," he pointed out. "Judge Jeanine, she calls them that. They don't like it? That's tough."

A few doors down was a pad with an even nuttier setup. Trump 2020 flags billowed in the wind and a digital sign crawled a message in the front window: "Bidens received millions of illegal money from China, Russia, Ukraine. Biden is a crook — should be locked up." It belonged to — who else — Mr. Gottshall's twin brother, William.

A couple unloading groceries in their driveway around the corner said that they planned to vote for Mr. Biden but were too intimidated to talk openly about it. The whole neighborhood, they said, seemed to be going for President Trump.

This is what everyone is trying to figure out: Is the Trumpmania here restricted to a fortissimo minority circling the drain, or is it a blinking red warning sign that the polls are, once again, badly discombobulated?

One thing is for sure: It is a florid expression of how many Americans feel alienated from the system. They were here last time and they will remain here no matter what happens on Tuesday.

Lochel's bakery in Hatboro has become an overnight Oracle of (Phila) Delphi, selling red "Trump 2020" and blue "Biden 2020" sugar cookies. Whichever cookie sells the most will predict how this area, and thus the state, and therefore the election, will turn. Supposedly.

The shop's owner, Kathleen Lochel, says enthusiasm for the president has drawn people from as far as West Virginia. Eric Trump stopped by last week.

Ms. Lochel said Pennsylvania is unknowable. "If I was a gambling woman," she said, "I wouldn't gamble on this." She doesn't disclose her political views and said, with utmost seriousness, that "the bakery does not make an endorsement."

So far, the count stands at 3,367 blue cookies, 18,241 red.

"I do think that Trump supporters are more competitive," said Dan Rutledge, standing in line outside of the bakery in the spitting rain on Sunday. Mr. Rutledge, 44, a manager at a clinical research organization, was there to snag some red cookies. "I'm hopeful that he'll win PA, but I don't see it happening myself," he said.

"Trump has turned so many people anti-him — he's a little arrogant," said Mr. Rutledge. But he "liked that in a leader." He added, "It's going to be closer than people say."

I'm finding it hard to reconcile the "Biden is ahead by 10+" with the fact that Trump's rallies are still incredibly well attended (especially compared to Biden's paltry events). In the Gospel of Matthew, Jesus is asked, "Teacher, which is the greatest commandment in the law?"

"'Love the L-rd your G-d with all your heart and with all your soul and with all your mind,'" he said. "This is the first and greatest commandment. And the second is like it: 'Love your neighbor as yourself.' All the Law and the Prophets hang on these two commandments."

These abiding principles – loving G-d and loving others – are at the very foundation of my faith. Throughout my career in public service, these values have kept me grounded in what matters most. As a husband, father, and grandfather, they are the cornerstone upon which our family is built. Through the pain of losing my wife, my daughter, and my son, they have sustained me with eternal hope. My faith has been a source of immeasurable solace in times of grief, and a daily inspiration to fight against the abuse of power in all its forms.

My Catholic faith drilled into me a core truth – that every person on earth is equal in rights and dignity, because we are all beloved children of G-d. We are all created "imago Dei" – beautifully, uniquely, in the image of G-d, with inherent worth. It is the same creed that is at the core of our American experiment and written into our founding documents – that we are all created equal and endowed by our creator with inalienable rights.

As a country, we have never been perfect nor free of prejudice. We've never fully lived up to those ideals, but we've never walked away from them. And, at our best, these are the values that have pushed us, time and again, as Dr. King said, to bend that great arc of the moral universe toward justice. As president, these are the principles that will shape all that I do, and my faith will continue to serve as my anchor, as it has my entire life.

Right now, as a country, we are facing numerous crises, including threats to the very idea of imago Dei. It's what I call the battle for the soul of the nation. We saw it in Charlottesville in 2017, the hatred and boiling rage of those people coming out of the fields carrying tiki torches and chanting the same anti-Semitic bile we heard in the 1930s. We've seen it far too often since – attacks on immigrants, communities of color, people of different faiths – violence stemming from those who would stoke hate and division in our country. It has become too easy in recent years to define our neighbors as "others" rather than children of G-d and fellow Americans. It has to stop. We have to strive harder to come together, and to love our neighbors as ourselves. That is the work we are all called to by G-d.

This battle for the soul of our nation is why I'm running for president, and it's why I'm asking for your vote. Who we are, what we stand for, and maybe most important, who we want to be as a nation are all at stake. Character is on the ballot. The character of our nation. The core values that define this nation are on the ballot. While I am running as a proud Democrat, I will serve as a president for all Americans.

To start, on the first day of my presidency, I will tackle the COVID-19 pandemic head-on. We haven't turned the corner, yet. In fact, infections are on the rise again – with daily infection rates topping 70,000 for the first time since July. More than 220,000 Americans have died from the virus, and tens of millions are out of work. Millions of individuals and families are still unemployed because of this virus, and they're worried about how they're going to put food on the table, pay their mortgage, or fill their prescriptions. They're terrified of what will happen if they get infected, because they lost their health insurance. And far, far too many families are grappling with the daily pain of a newly empty chair at the kitchen table where a loved one should be sitting. It's a pain I know all too well. I can't imagine the pain of saying a final goodbye over a video chat, or not being able to gather and grieve with your community. Yet, eight months in, this administration has no plan and no intention of enacting a strategy to get ahead of this virus so we can safely get back to our lives.

I will choose a different way. My administration will lead a decisive public health response that ramps up free testing so we can trace this virus and curb its spread; eliminates all cost barriers to treatment for COVID-19; increases the manufacturing and distribution of the personal protective equipment that our front line workers need to keep themselves safe, so our health care workers no longer have to ration masks; and ensures the rapid and equitable distribution of a safe and effective vaccine when one is ready. We will also lead an economic response that begins with emergency paid leave for all those affected by the outbreak and gives necessary help to workers, families, and small businesses that are hit hard by this crisis.

To beat COVID-19, we must all work together to pull our country out of this crisis. We must all wear masks. It's not a political statement – it's a manifestation of G-d's commandment to love our neighbors as ourselves, so we can save lives. And as my administration mobilizes this public health and economic response, I will work closely with Governors — Democrat and Republican — to make sure every state has the resources, support, and guidance they need to implement an effective response in their state, and to institute mask mandates nationwide. If we all work together, we can save lives and get our economy back on track more quickly for everyone – not just those at the top.

We must also root out systemic racism, which is so antithetical to the idea of imago Dei, and which has long deprived too many of our sisters and brothers of color of the opportunities they deserve as equal children of G-d. These injustices have been part of our society for a long time, but this pandemic has laid them bare for all of us to face. We see so clearly how the burden of unemployment and exposure to this disease has fallen disproportionately on the backs of historically disadvantaged communities.

That's why we must deliver real, immediate economic relief to those who need it the most in these challenging times – including rental, food, and unemployment assistance; student loan relief; support for small businesses struggling to keep their doors open; necessary aid to state and local governments so they can keep paying their brave front line workers and first responders; and support for our schools so they are able to open safely with all the right precautions and resources in place to keep both students and our educators safe.

As pastor and theologian Dietrich Bonhoeffer said, "We are not to simply bandage the wounds of victims beneath the wheels of injustice, we are to drive a spoke into the wheel itself." As president, that will be my mission – to lead a national effort to halt the wheels of injustice in our country that are bearing down on so many communities, especially communities of color. Racial equity is a core principle that is integrated throughout my agenda. We will work to remove barriers that prevent full participation in our economy and ensure all families can more easily create and build wealth to pass down to their children, including by making it easier for people to buy their first home. And, I am deeply committed to building an education system that invests in our children starting at birth and ensures that no child's educational opportunity is determined by their zip code, parents' income, race, or disability.

We must also tackle the pervasive evil of poverty, which continues to burden too many families in the wealthiest nation on earth. Jesus tells us that "to whom much is given, much will be required." As a country, we are blessed with the world's highest GDP and incredible national resources – yet too many working families struggle to pay for basic necessities while the rewards of our economy are increasingly concentrated in the hands of a wealthy few.

My faith implores me to embrace a preferential option for the poor and, as president, I will do everything in my power to fight poverty and build a future that moves us closer to our highest ideals – not only that all women and men are created equal in the eyes of G-d, but that they are treated equally by their fellow man.

It means building an economy more reflective of the hope expressed in Isaiah 65 – a world where children are not born into misfortune, where workers fully share in the fruits of their labor, where the old live out their years. With more than one million of our veterans on food stamps and millions of children dependent on school lunches to avoid hunger, my administration will recognize that poverty and economic injustice hurts us all. They undermine the core values America was built upon.

In both the Old and New Testament, we are taught to welcome the stranger – a direct extension of the Greatest Commandment. I will ensure America re-establishes itself as a place of compassion, grace, and love for immigrants, asylum seekers, and refugees, because this is part of who we are as a country.

This is an area where the faith community has led, and as president, I will work closely with faith leaders and faith communities to reassert America's commitment as a nation that welcomes refugees, rather than rejects them. We must again become a nation that defends the inherent dignity of every human, upholds the blessings of liberty, and provides a haven for those fleeing violence or persecution.

I am committed to building an immigration system that treats everyone with dignity while pursuing policies that safeguard our security, uphold both our laws and our values, and grow and enhance our economy.

As a senator, I co-sponsored the legislation creating our refugee program, which this Administration has systematically sought to decimate. As president, I am committed to restoring refugee admissions in line with our historic practice and our moral responsibility under both Democratic and Republican administrations.

Throughout my career, my work has been shaped by – and often done side-by-side with – faith leaders, organizations, and communities devoted to being our brother's and sister's keepers and working to ensure opportunity for all. People of faith have been at the forefront of many of our country's most important achievements for justice, equality, and peace. I remain committed to partnering with congregations, faith-based organizations, and faith leaders to strengthen and expand the important work they do to meet essential community needs made worse by this pandemic. We are called, as Christians, to serve rather than be served, and a Biden-Harris administration will embody that foundational value. We will be servants of the people and continue the important work we've started to build a robust, diverse, and inclusive coalition that deeply values the contributions of people of faith.

We don't always have to agree on everything, but our country has to find a way to come together – to overcome the spirit of division and the hateful words that have defined too much of our public life for the last four years.

We all matter in the eyes of G-d, and it will take all of us to achieve the healing America so desperately needs. To follow G-d's Greatest Commandment, and to love each other fully. Together, we can win the battle for the soul of our nation; navigate the multiple crises we face – ending this pandemic, driving our economic recovery, confronting systemic racism; address the scourge of poverty; pursue immigration and refugee policies that uphold the dignity of all; and do everything in our power to ensure that all G-d's children have the hope and future they so rightfully deserve.

As Christians, I know there is much more that unites us than divides us. And as Americans, I know that there is nothing our country cannot achieve when we stand together – united.

COVID-19 Is Killing My People—And No One Seems to Care

It almost killed me. A story of criminal neglect and mass death in South Texas.

At half past one on the morning of July 1, my 60th birthday, I awoke shivering. Since summertime chills are rare in South Texas, I immediately grew concerned. As the director of public affairs for Hidalgo County, just one county removed from the bottom of the state, I had been spending my days urging people to be on the lookout for symptoms that might indicate a COVID-19 infection. Chief among them were chills and a fever. Looking at my sleeping wife, a committed germaphobe, I crawled out of bed to hunt down a thermometer.

Ninety-nine degrees; a low-grade fever. Crawling back into bed, I knew my life was about to change: Part of the public-health-education message I'd been hammering was Self-isolate if you begin showing symptoms. Over the next hour, my temperature continued to rise. I woke my wife and told her to leave the room. That was the last time we would share a bed for two months.

I had already learned enough about the virus to be worried. I knew I would have to self-isolate for two weeks. I had started my government job less than six months earlier, after 37 years as a journalist. As a new employee still in my probationary period, would I lose my job? Would I lose my health insurance at the time I needed it most? Would my wife and children get infected? Would my elderly father-in-law, who was living with us, get sick? Would he die? Would I? Within two weeks I would be hospitalized, feverish and delirious, dependent on supplemental oxygen to breathe. But I didn't know that yet. I also didn't know how much the lives of the people in my county were about to change. The virus was about to tear through the Rio Grande Valley.

My part of the country doesn't get much attention—not from the government, not from the media, certainly not from President Donald Trump (except when he's ranting about his big, beautiful wall). We're much closer to Mexico City and Monterrey than we are to New York City and Washington, D.C. People here laugh when the national media describe San Antonio as "South Texas"; Hidalgo County lies three hours farther south. Our county is more than 90 percent Hispanic; we are disproportionately poor, disproportionately susceptible to debilitating disease, disproportionately living without health insurance. But we are also human beings, and what happened to us this summer—what is still happening to us, in fact—shouldn't happen to anyone. What happened to New York and its 8.3 million residents at the start of the pandemic drew global attention, and I'm glad it did. But the impact of COVID-19 on my county and its more than 850,000 residents is going mostly unnoticed. My community is brutally vulnerable to this disease. People are dying, and as far as we can tell, the world doesn't really seem to care.

When I woke up shivering that July morning, "only" 3,982 people in Hidalgo County had tested positive for the disease, and "only" 46 people had died in the three months since the start of the pandemic. Over the next month, part of which I would spend in two desperately overcrowded hospitals, another 13,024 Hidalgo County residents would test positive for COVID-19, and another 598 would die from it (217 of them during the 10 days I was hospitalized), as the entire South Texas medical system got overwhelmed with coronavirus patients. In the first two weeks of July, while Houston was logging two deaths per 100,000 people, and Texas overall was logging three deaths per 100,000, Hidalgo County was logging 17 per 100,000.

I was offline for much of the time I was hospitalized, drifting in and out of consciousness.

But I was able to glean some sense of how badly hit the county had been from the nurses who treated me, some of whom had been summoned from as far afield as Georgia, Mississippi, and Alabama to help local hospitals contend with the overflow of patients. I began to realize that the crisis I was witnessing firsthand as a patient was echoing what New York City had gone through in March and April, when the virus first hit America.

In the 10 days I spent in the hospital, Hidalgo County became a scary place.

Historically, the highest-ranking elected local official in Texas is the county judge. This is a powerful political position. Texas law gives county judges massive authority as the jurisdiction's head of emergency management. On March 17, my boss, Judge Richard F. Cortez, declared a local health emergency, as counties across the nation began to prepare in earnest for the pandemic. Four days later, Hidalgo County had its first COVID-19 patient, a resident who was believed to have contracted the infection during a trip to Las Vegas. The initial emergency declaration lasted for seven days and was extended by a vote of the Hidalgo County Commissioners Court. At the urging of health advisers, Cortez implemented several safety measures that eventually included a prohibition on mass gatherings; a curfew; and shutting down all but essential businesses.

These aggressive measures are believed to have kept the initial spread of COVID-19 in check and held down coronavirus-related deaths through March and April. But in April, Governor Greg Abbott, under pressure to buoy the state's faltering economy, issued sweeping executive orders removing local authority. He established May 1 as the beginning of what he called "Open Texas," which nullified many of the public-health mandates that had been implemented locally. The use of facial coverings became voluntary. Nonessential businesses such as restaurants, which had been allowed only to transact pickup-and-delivery business, now had permission to open their dining rooms at partial capacity.

By the end of May, COVID-19 cases were climbing in Hidalgo County—as were deaths. Hospitals warned that their capacity was starting to run short. On June 29, Cortez invited the CEOs of all five major hospital groups in the Rio Grande Valley to participate in a press conference to warn the public of the oncoming hospital crisis and to ask people to stay home.

I organized that press conference, which included not only the hospital executives but also our own county's director of health and human services, Eduardo Olivarez, as well as Dr. Ivan Melendez, Hidalgo County's top-ranking health adviser and the person responsible for coordinating the medical response between local doctors and hospitals. Among my jobs that day was to ensure social distancing for the media: Everyone was mandated to wear a mask, and a nurse stood sentry at the entrance of the room to check everyone's temperature.

Arriving late, Melendez whizzed past me to get to his assigned seat. He joined others in urging caution and warned against politicizing or downplaying the virus. "When people say it's a conspiracy, or it doesn't exist or is really [exaggerated], my response would be: 'Come to our emergency department, where we have five people on ventilators for three days,'" he said. "'Come to the three floors we've had to use to put these people on. Come to all the health-care workers that go home every night, every little cough they're sure they have it.' We're in tough times."

A few minutes after Melendez spoke, he received a text message and abruptly got up to leave, passing me again on the way out. His office had just learned that he'd tested positive for COVID-19.

Two days later, I was celebrating my birthday by lying in bed and watching my fever climb. It's impossible to say for certain that I got the infection from Melendez. But as I was to tell state and local contact tracers weeks later, he was the only person I knew who had tested positive for COVID-19 who had been in the same room as me.

When I first moved to Hidalgo County, it felt like home. The culture, the economic and family ties with Mexico, the Rio Grande flowing through—all of this reminded me of the city where I grew up, El Paso, an 11-hour drive north. After my wife and I spent time in Hidalgo County, we agreed we would retire here. (The Rio Grande is even more beautiful in South Texas than it is in El Paso.) But Hidalgo also felt familiar to me because it suffers from the same kind of provincial low self-esteem that afflicts El Paso—both regions are chronically underserved by the state capital in Austin (and by Washington); both have high rates of poverty. Hidalgo County is home to a hundred thousand undocumented migrant farmworkers who have limited resources, little education, and virtually no political clout.

The region's political and social problems are deeply rooted in its racial history—in particular by tensions between white landowners and the Hispanic agricultural workers who outnumber them. A local historian once told me that, from the county's founding in 1852, white landowners protected their power by intentionally balkanizing the region with dozens of independent jurisdictions to create constant conflict among them. Today, Hidalgo County has 22 incorporated municipalities, the largest being McAllen, with a population of roughly 150,000.

The political structure of the area has helped produce or exacerbate a raft of social problems. Migrant farmworkers, always poorly paid and highly mobile as they followed harvesting jobs as far north as Michigan, began building homes in this region without government approval, or the proper infrastructure. These so-called colonias often have no electricity or running water, and they've created a slew of health challenges. A 2015 study by the Dallas Federal Reserve found that 38,000 colonia residents did not have access to safe drinking water. The study noted further that 40 percent of Hidalgo County residents rely on food stamps. Though agriculture has long been a principal economic engine for the region, a 2018 study by Texas A&M University concluded that 52 percent of the region's census tracts could be considered food deserts, defined by the federal government as places where a person must travel at least 10 miles for fresh fruit and vegetables. The combination of poverty and the unavailability of fresh produce leads residents to rely heavily on cheap processed foods. This in turn has led to high rates of obesity and diabetes. Since at least 2011, the McAllen metro area has ranked among the most overweight cities in America.

All this has been compounded by weaknesses in our medical system. Hospitals throughout the four-county Rio Grande Valley struggle with a shortage of doctors. Nationwide, the country has 278 doctors per 100,000 people, according to a 2019 report; the Rio Grande Valley has about half that.

These were the underlying conditions that COVID-19 feasted on when it came to my county—and what the medical system was straining to contend with when the coronavirus made me, too, part of the burden.

For a dozen days after my fever first spiked, I endured the illness in my bedroom at home. These were days of isolation spent working via Zoom through a fever that scraped 101, despite round-the-clock Advil. Each day, I grew more fatigued. Every night, I suffered febrile nightmares. As the days passed, the fever, chills, and body aches became relentless. I began assigning more of my tasks to my staff. By the twelfth day, a Sunday, I was scared and exhausted. I called Dr. Melendez. (His own case of COVID-19 was mild, and he was working from isolation at home.) Early in the pandemic, I had sat down several times with him and Olivarez, the health-department administrator, as they patiently explained what was known about the virus, so I could determine how best to convey sound public-health messaging to a skeptical community. Now I needed help for myself. Listening to my symptoms, Melendez asked if I was having trouble breathing. "Yes," I said, "but that's because I'm exhausted." In a firm voice, he told me to go to the hospital immediately.

For the first time since I began self-isolating, I opened my bedroom door. Wearing a mask that Melendez had given me weeks earlier, I started toward the front door, passing my family in the dining room. Like so many families with Millennial and Gen-Z children, my two sons—one living in Washington, D.C., one living in San Antonio—had returned home to join their younger sister to ride out the pandemic.

"Where are you going?" my wife asked, obviously not happy to see me breaking my in-home isolation.

"I called Dr. Melendez," I said, looking for my car keys. "He told me to go to the hospital."

I have few memories of my first night in the hospital beyond being exhausted and frightened. It marked the beginning of a week in which I seemed to fade in and out of reality. I remember my stay more as a series of sometimes frightening vignettes than as a narrative.

That first night, a friend called from Austin. He'd had a mild case of COVID-19 during the early days of the pandemic, and he wanted to check on me.

"I'm dying," I said.

My friend immediately called my wife and began making plans to drive south five and a half hours to donate his antibody-filled plasma to administer to me. (He gave up after learning that current protocol forbids that type of direct donation.) He and his wife later described how shocked they'd been when I said I was dying, and how frightened they'd been for me.

To this day, I don't remember the conversation.

I was initially put in a small room that had been jerry-rigged with an exhaust fan blowing out of an open window to prevent outside air from entering—one of the "negative pressure" rooms that I'd heard about. A nurse took my vital signs, then started an intravenous line in my arm and placed tubing around my nose to supplement my breathing with pure oxygen. She told me she was from Mississippi, the first of many nurses I'd encounter who had been sent in from other parts of the country to supplement the overwhelmed local staff.

Unfortunately, the hospital in which Melendez had been able to find me a room was not properly equipped to treat COVID-19 patients. So my wife, after consulting with Melendez, began working the phones. All the local hospitals were full. A journalist herself for more than 30 years, she began dipping into her contacts and enlisted three members of Congress, a state senator, and, soon, my boss, to help find me another hospital bed. She worried about the ethical issues attached to using personal work contacts to help, so she called a veteran journalist friend for advice.

"You do what's best for your husband," the friend said.

Ultimately, my boss reached out to his son-in-law, who is a doctor in San Antonio, and they began making arrangements to get me a bed in a hospital there.

At the time I knew none of this. I learned about it when—as one nurse was checking my vitals and another staffer was bringing me something to eat—a social worker told me a bed was waiting for me in a San Antonio hospital; all I had to do was agree, which would set the transfer in motion.

"No!" I said emphatically. I dreaded the prospect of a four-hour drive in the back of an ambulance.

Fortunately, while my wife and boss had been working the San Antonio angle, Melendez had been methodically calling local hospitals. Finally, he found one that could free up space for me—as it happened, just a block away from the one I was in. But despite the proximity, getting there would not be straightforward. I still required supplemental oxygen, and hospitals in South Texas were in full-blown crisis. Waiting times for ambulances were averaging four hours.

Eventually, I was placed on a gurney and loaded into an ambulance. I remember the ambulance being excessively hot, but the ride was blessedly brief. As I was wheeled into the emergency room, I felt a soothing rush of cool air.

To limit the chance of spreading infection in the ER, I was told, I would have to be covered completely with a sheet. (This despite the fact that I was wearing a mask.) So I was wheeled in, under my sheet, and parked in a hallway, where I must have looked like a dead body awaiting delivery to the morgue. I spent the better part of an hour there, amid the chaos of the overwhelmed emergency room, listening to screaming patients and the hospital staff trying to reassure them while whispering among themselves. Finally, my room was ready and I was wheeled away—still covered by a sheet. The only available bed turned out to be in the pediatric wing, another room jerry-rigged with an exhaust fan to blow out the air. When they removed my sheet, the first thing I saw was a mural of a monkey on the wall.

The next few days passed in a haze. Mainly I remember the exhaustion. The headache. The interminable sound of the exhaust fan. The moment I would finally slip into a fitful sleep, someone would wake me to take my vital signs or X-ray my chest. To prevent blood clots—a common problem among COVID-19 patients—I got a daily injection of anticoagulant via a needle into my stomach.

"How do you feel?" each nurse who came in would ask. "How is your breathing?" At one point Melendez told me with friendly candor that I had a 70 percent chance of survival. Those odds were better than most of my fellow coronavirus patients, but to have a doctor tell you that you have a 3 in 10 chance of dying in the next few weeks is jarring.

At some point—I don't remember when—I was awakened in the middle of the night and told a bed had opened up for me in the regular COVID-19 wing. My good fortune, I would later learn from the nurses, was the result of someone else's bad news: Another coronavirus patient had died.

The nurses and other attendants were my only source of information from the world outside. All of them had come from beyond South Texas, most of them from out of state. None of them had any idea what it was actually like to live here because their existence didn't extend beyond caring for the ill in the hospital and then collapsing into sleep at a hotel. I couldn't see their full faces—they always wore personal protective equipment that included an N95 face mask and a plastic shield—so I learned to read their eyes. One night, I saw sadness in the eyes of a nurse from Georgia, and I asked if everything was all right.

"I've had three patients code on me tonight," she said, using the medical term for cardiopulmonary arrest.

"How many survived?" I asked.

"One," she said.

On another night, I was awakened by a nurse checking my vital signs. As I chatted with her, she leaned forward and whispered to me, "You have to get out of here. This place is dangerous."

Throughout my own ordeal, I remained largely oblivious to the magnitude of the medical crisis that was enfolding Hidalgo County. Of course I had listened dutifully to the hospital CEOs during that June press conference, but I don't think anyone then comprehended the magnitude of what was about to hit the county—we hadn't gotten our heads around how quickly this disease can spread and kill, especially in a population like ours.

Between the time the first coronavirus patient was admitted to a Hidalgo County hospital in April and the end of June, area hospitals housed an average of 47 COVID-19 patients a day. Over the course of July, that number spiked to 813.

Inside these numbing statistics lurked grisly human tragedies. Because of the outbreak, hospitals were not allowing family members to visit patients, so one young man recorded a video for his mother, telling her he loved her, and sent it to Melendez, who was a family friend, for delivery. Melendez didn't make it to her in time. Still, he located the woman, whom he had known since he was five, unzipped the body bag that contained her, and played her son's recording before closing the bag.

By my fourth day in the second hospital, my temperature had finally subsided, and, although I was still being fed oxygen, I was beginning to feel better. That was the day I was given plasma containing the antibodies of another COVID-19 patient. I knew that doctors held out great hope for this treatment; before I had entered the first hospital, Olivarez had told me about a coronavirus patient in South Texas who, on a ventilator and fading fast, responded immediately when given the plasma antibodies, and had eventually left the hospital weakened but alive. The plasma was a psychological boost, and I immediately felt better. But plasma, like hospital space, was in short supply; despite many promises that I would get another dose, it never materialized. In any case, this treatment is still in the clinical-trial phase. It is not the "breakthrough" that Trump once suggested it was.

In recent weeks, I have spoken with many people who contracted the virus. While each describes a different set of symptoms, the common denominator is exhaustion. That was certainly true for me. Going to the bathroom left me winded. I spent most of my days sleeping. During the 10 days I spent in the hospital, I experienced great fear—another common effect of the disease. But I knew from the nurses who were caring for me that many patients were much worse off than I was. One nurse admitted to me that she liked checking on me because I was easy, despite my difficulty breathing. Too many other COVID-19 patients, she told me, required a lot more from her physically.

As I began to feel better, I was eager to get home. Easier said than done. Although I was assured that my blood-oxygen levels were better, I still had tubes pumping oxygen into my nose. Because X-rays showed scarring in my lungs, doctors wouldn't release me until I could be set up with supplemental oxygen at home—and local oxygen companies were as overwhelmed as the hospitals. Even if this problem could be solved, Melendez warned my wife and me, my going home would pose a great risk to her 86-year-old father. "If he gets COVID, that's almost certainly a death sentence," Melendez said.

This kind of problem was widespread in South Texas, which contains many multigenerational households where grandparents live with grandchildren. While the infection rate of teens and those in their 20s and 30s was rising fastest, those in their 70s and older were the ones who were dying.

When my wife arrived to pick me up, a nurse's aide came to my room with a wheelchair. When we got to the lobby, she stopped the wheelchair and walked around to face me. With a look of seriousness in her eyes, she told me, "I can't tell you how happy I am to take you out of this hospital in a wheelchair instead of a body bag." Then she wheeled me out to my wife's car.

In the parking lot, a large evangelical group had gathered to pray over the patients fighting for their lives inside. As my wife slowly drove past them with my window rolled down, they realized that a survivor was leaving the hospital, and a cheer went up as I broke down in tears.

I left the hospital on July 21. Three months later, I still suffer from occasional shortness of breath. I also still sometimes weep, though less frequently than in the days immediately following my discharge, when I would sit alone in my dark room crying much of the time, trying to understand my experience. My doctor has been aggressively monitoring my recovery, and my most recent CT scan showed that I still have scarring in my lungs, a common long-term result of a COVID-19 infection. She is also concerned that I am showing symptoms of post-traumatic stress disorder, another long-term by-product. My body just doesn't feel right.

Earlier this month, when the White House announced that President Trump had tested positive for COVID-19, and then that he'd been helicoptered to Walter Reed National Military Medical Center, I was naturally interested and concerned—all the more so when I learned that he, like me, had required supplemental oxygen. Would his experience be like mine? Would his suffering be prolonged like mine? Would he be traumatized like I've been? Would he be shocked into a new understanding of the seriousness of the disease, of the fear and morbidity and mortality it unleashes, of the damage it does to communities like mine?

His experience turned out to be little like mine, or like that of the almost 230,000 Americans who have died, or like the hundreds of thousands more who have spent time in the hospital but survived. After three days in the hospital, attended by more than a dozen doctors from some of the best medical institutions in the world, in a private suite at Walter Reed, given a cocktail of drugs—including an experimental treatment available to very few people in the world—at a cost of more than a hundred thousand dollars borne entirely by taxpayers, the president emerged to preen with the bravado of a conquering hero.

"Don't let it dominate your life," he said of the disease that has infected more than 44 million people worldwide, killing almost 1.2 million of them so far. Let's grant him the partial wisdom of those words—better to not allow the virus to dominate us if we don't have to. But as I write this, record numbers of Americans are testing positive for COVID-19—averaging more than 70,000 cases a day this week. Thousands are still sick in South Texas. Utah is preparing to ration care, turning away patients it can't accommodate in its intensive-care units. Wisconsin has opened an emergency field hospital and is constructing additional makeshift ICUs in existing ones. With cases spiking sharply, my home town of El Paso has announced a curfew as well as plans to convert a convention center into a COVID-19 hospital.

The demographics of the pandemic continue to be cruel. People of color are still getting sick and dying at rates far greater than their share of population. (What Adam Serwer wrote here last spring—"Black and Latino workers are overrepresented among the essential, the unemployed, and the dead"—remains true.) The Rio Grande Valley holds just 4.7 percent of the Texas population, but it accounts for 17 percent of the state's coronavirus deaths. COVID-19 is capricious: Some who are infected have no symptoms; some have mild symptoms and then return to normal life; some fall gravely ill and don't fully recover for months; some die. It's much easier to not let the virus "dominate" you when you are an affluent person with access to first-rate medical care, like Donald Trump, than when you are an essential worker with diabetes and no health insurance in the Rio Grande Valley.

Man I remember the hype around the Cubs and baseball when they signed him. Side note for some reason the early to mid-2010's era of baseball was some of the most memorable for me. The 2018 election was the first time that collecting ballots from people who weren't relatives was legal in CA. The idea is that it enfranchised people who can't leave their house, or can't get off of work, or don't have an easy way to the polls. Republicans call it "Ballot Harvesting" in an attempt to brand enfranchising people who are unable to vote as a bad thing. So in 2018 there was a blue wave in CA that flipped a lot of house seats that were historically Republican, Orange County is a great example. Elections are never decided on election night. In Utah (and most states) it takes 2 weeks to finalize counting and certify results. It really doesn't matter who is ahead on election night, it only matters when every eligible vote is counted and each county canvasses and certifies the vote totals. Yes it's true that when a race isn't close the media may "call" the race, and candidates may concede or declare custody, but such actions are technically meaningless. NO STATE certifies their results on election night. All state results are certified weeks and even a month after the election.
