President Obama established a Task Force on Climate Preparedness and Resilience to advise the Administration on how the Federal Government can respond to the needs of communities nationwide that are dealing with the impacts of climate change. The Task Force members include state, local and tribal leaders from across the country who will use their first-hand experiences in building climate preparedness and resilience in their communities to inform their recommendations to the Administration. The President signed an Executive Order that directs Federal agencies to take a series of steps to make it easier for American communities to strengthen their resilience to extreme weather and prepare for other impacts of climate change.

President Obama signed an Executive Order establishing a National Policy for the Stewardship of the Ocean, Coasts, and Great Lakes on July 19, 2010. The National Policy includes a set of guiding principles for management decisions and actions toward stewardship that ensures that the ocean, our coasts, and the Great Lakes are healthy and resilient, safe and productive, and understood and treasured so as to promote the well-being, prosperity, and security of present and future generations. It prioritizes actions, including ecosystem-based management, regional ecosystem protection and restoration, and strengthened and integrated observing systems, that seek to address some of the most pressing challenges facing the ocean, our coasts, and the Great Lakes. These strategies and objectives provide a bridge between the National Policy and action on the ground.

Section 1. Purpose. The ocean, our coasts, and the Great Lakes provide jobs, food, energy resources, ecological services, recreation, and tourism opportunities, and play critical roles in our Nation's transportation, economy, and trade, as well as the global mobility of our Armed Forces and the maintenance of international peace and security. The Deepwater Horizon oil spill in the Gulf of Mexico and resulting environmental crisis is a stark reminder of how vulnerable our marine environments are, and how much communities and the Nation rely on healthy and resilient ocean and coastal ecosystems. America's stewardship of the ocean, our coasts, and the Great Lakes is intrinsically linked to environmental sustainability, human health and well-being, national prosperity, adaptation to climate and other environmental changes, social justice, international diplomacy, and national and homeland security.

Building Blocks for Sustainable Communities. Many communities around the country are asking for tools to help them achieve their desired development goals, improve quality of life, and become more economically and environmentally sustainable. In response to this demand, EPA developed the Building Blocks for Sustainable Communities Program. Building Blocks for Sustainable Communities provides quick, targeted technical assistance to selected local and/or tribal governments using a variety of tools that have demonstrated results and widespread application. The purpose of delivering these tools is to stimulate a discussion about growth and development and strengthen local capacity to implement sustainable approaches. In 2013, EPA will select up to 44 communities for assistance. Each technical assistance project in a community will include:
- Public engagement, a one-day workshop that is open to the public.
- Direct consultation with relevant decision-makers.
- A memo outlining specific steps the community could take to implement the ideas generated during the site visit.
Technical assistance will be delivered by EPA staff. In addition, four nonprofit organizations with extensive expertise in sustainable communities will select up to 55 additional communities for assistance. These organizations-Forterra, Global Green USA, Project for Public Spaces, and Smart Growth America-have received grants from EPA to offer assistance using tools they have chosen.

On Friday, July 29th President Obama announces an national effort to improve fuel efficiency for new fuel efficiency standards for passenger cars and light trucks.  The new U.S. fuel economy average will start with 2017 models and increases by the year 2025 cars to 54.5 mph (an increase of 5%); light trucks will increase by 3.5% + 5%. The price of the more fuel efficient automobiles will cost more but the savings in the amount of gasoline consumed will be an offset. Ceres, a national coalition of investors and public interest organizations, released a report detailing what stronger fuel economy and greenhouse gas standards would mean for the U.S. economy. In the Ceres report titled "More Jobs Per Gallon" report it showed that President Obama's new 54.5 mpg fuel efficiency standards we can expect:
* Approximately 484,000 new jobs in the United States by 2030.
* 43,000 of those would be full-time jobs in the auto sector.
* Consumers would save approximately $107 billion at the pump in 2030 compared to business as usual.
* 49 states would see net job gains.

America's Great Outdoors Initiative. President Barack Obama today announced the Administration's action plan, under the America's Great Outdoors initiative, to achieve lasting conservation of the outdoor spaces that power our nation's economy, shape our culture, and build our outdoor traditions. This initiative seeks to reinvigorate our approach to conservation and reconnect Americans, especially young people, with the lands and waters that are used for farming and ranching, hunting and fishing, and for families to spend quality time together.  Recognizing that many of these places and resources are under intense pressure, the President established the America's Great Outdoors Initiative last April to work with the American people in developing a conservation and recreation agenda that makes sense for the 21st century.

Omnibus Public Land Management Act of 2009. Today I have signed into law H.R. 146, the "Omnibus Public Land Management Act of 2009." This landmark bill will protect millions of acres of Federal land as wilderness, protect more than 1,000 miles of rivers through the National Wild and Scenic River System, and designate thousands of miles of trails for the National Trails System. It also will authorize the 26 million-acre National Landscape Conservation System within the Department of the Interior. Among other provisions, H.R. 146 designates three new units in our National Park System, enlarges the boundaries of several existing parks, and designates a number of National Heritage Areas. It creates a new national monument — the Prehistoric Trackways National Monument –- and four new national conservation areas, and establishes the Wyoming Range Withdrawal Area. It establishes a collaborative landscape-scale restoration program with a goal of reducing the risk of wildfire and authorizes programs to study and research the effects of climate change on natural resources and other research-related activities. Treasured places from coast to coast will benefit from H.R. 146, including Pictured Rocks National Lakeshore in Michigan; Monongahela National Forest in West Virginia; Oregon's Mount Hood; Idaho's Owyhee Canyons; the Rocky Mountain National Park in Colorado; Zion National Park in Utah; remarkable landscapes in the Sierra Nevada Mountains of California; and wilderness-quality National Forest lands in Virginia and public lands in New Mexico.

Fuel Efficiency Standards of Medium and Heavy-Duty Vehicles. In his State of the Union address, the President outlined a comprehensive agenda to make America a magnet for middle class jobs and business investment. The President highlighted the autoworker, who, implementing the Administration's historic fuel economy standards, "fine-tuned some of the best, most fuel-efficient cars in the world, and did his part to help America wean itself off foreign oil." And the President pledged, "in the coming months" to "build on that success by setting new standards for our trucks, so we can keep driving down oil imports and what we pay at the pump." The President also called on Congress to do its part "by putting people to work building fueling stations that shift more cars and trucks from foreign oil to American natural gas." Today, the President laid out additional details for his plan to improve the fuel efficiency of American trucks * bolstering energy security, cutting carbon pollution, and spurring manufacturing innovation.
* Directing the Environmental Protection Agency (EPA) and the Department of Transportation (DOT) to Set the Next Round of Fuel Efficiency Standards for Medium- and Heavy-Duty Vehicles.
* Partnering with Private-Sector Leaders to Deploy Advanced Vehicles
* Expanding Fuel Choices for American Drivers.

Prioritizing Clean Water. The Administration is taking comprehensive action to ensure the integrity of the waters Americans rely on every day for drinking, swimming, and fishing, and that support farming, recreation, tourism and economic growth.   We have issued draft Federal guidance to clarify which waters are protected by the Clean Water Act nationwide; launched innovative partnerships and programs to improve water quality and water efficiency; and created initiatives to revitalize communities and economies by restoring rivers and critical watersheds. The Administration has also proposed to modernize the guidelines that govern Federal water resource planning, calling for water resources projects based on sound science, improved transparency, and consideration of the variety of community benefits of projects.

Working Toward Environmental Justice. The Obama Administration is committed to ensuring that communities overburdened by pollution – particularly minority, low-income and indigenous communities – have the opportunity to enjoy the health and economic benefits of a clean environment. After more than a decade of inaction, the Administration reconvened the Environmental Justice Interagency Working Group and engaged more than 100 environmental justice leaders at a White House forum.  Federal agencies signed a Memorandum of Understanding formally committing to environmental justice, and released strategies for integrating environmental justice into federal decision-making and programs in areas such as transportation, labor, health services, housing and others.
