Trump overrode the Inspectors general and installed a lackey (Sean W. O'Donnell) to oversee trillions of dollars in discretionary funds knowing that Congress is in recess for 2 weeks: Trump has upended the panel of federal watchdogs overseeing implementation of the $2 trillion coronavirus law, tapping a replacement for the Pentagon official who was supposed to lead the effort. A panel of inspectors general had named Glenn Fine — the acting Pentagon watchdog — to lead the group charged with monitoring the coronavirus relief effort. But Trump on Monday removed Fine from his post, instead naming the EPA inspector general to serve as the temporary Pentagon watchdog in addition to his other responsibilities.

In 2019, a conservative group sued to force Wisconsin to purge 234,000 from voter rolls, which an analysis of Census data, found could disproportionately target voters of color.

A portrait of disparity in Wisconsin: Milwaukee's population is about 600,000 and more than a 1/4 African-American. The city is running 5 voting sites today. Madison has a population of about 250,000 And is about 7 percent black. It is operating 66 polling locations today.

Former Vice President Joseph R. Biden Jr. and Senator Bernie Sanders are on the ballot in Wisconsin, but the main event is the State Supreme Court race between the conservative incumbent justice, Daniel Kelly, and a liberal challenger, Jill Karofsky. The winner will be in position to cast a deciding vote on a case before the court that seeks to purge more than 200,000 people from Wisconsin’s voter rolls — in a state where 2.6 million people voted in the last governor’s race. When the matter was first before the court in January, Mr. Kelly recused himself, citing his upcoming election. He indicated he would “rethink” his position following the April election, which comes with a 10-year term. But the election proceeding on Tuesday is not just about the voter purge case. It is the latest example of what many in the state see as a decade-long effort by Wisconsin Republicans to dilute the voting power of the state’s Democratic and African-American voters. | Since 2011, when Mr. Walker led a Republican takeover of the state government, the G.O.P. has enacted one of the nation’s strictest laws requiring government-issued identification to vote. The ID must show a current address — a hardship for poorer black Milwaukee residents who live in neighborhoods with some of the highest eviction rates in the country. A 2017 study by the University of Wisconsin found nearly 17,000 registered voters were unable to cast a ballot during the 2016 election, and untold more were deterred from voting. The Republican majority also drew legislative and congressional boundaries that are widely considered the most gerrymandered in the country. During the 2018 election, Democratic candidates won 190,000 more votes for State Assembly seats, but the G.O.P. held a 64-35 advantage in the chamber. | If Mr. Kelly wins, it would cement the conservative majority’s ability to block any future Democratic efforts to change voting laws and litigate an expected stalemate over congressional and state legislative boundaries during redistricting that will follow the 2020 census. | For weeks Mr. Evers insisted he didn’t have the power to change the election date without consent of the state legislature, which consistently refused to entertain the idea. Instead he sought other remedies, such as sending absentee ballots to all voters and extending the time for voters to return ballots by mail — ideas that Republicans resisted and that were eventually struck down in courts dominated by Republican appointees.

Andrew Cuomo: "The last thing I do is get numb. The pain is increasing, the grief is increasing."

Abandoned when Pakistan's largest cities went into lockdown, hundreds of caged cats, dogs and rabbits have been found dead inside pet markets hurriedly shuttered as the coronavirus spread. Animals still alive in the corner of Karachi's sprawling Empress Market were rescued only after activists appealed to the authorities for access. Two weeks into the shutdown, Ayesha Chundrigar could hear the cries of the pets from outside the shops, which together housed up to 1,000 animals. "When we got inside, the majority of them were dead, about 70 percent. Their bodies were lying on the ground," Chundrigar, who runs ACF Animal Rescue, told AFP. "It was so horrific, I can't tell you." Starving and locked in cages with no light or ventilation, the surviving pets sat amongst the dead, trembling.

China Ends Wuhan Lockdown, but Normal Life Is a Distant Dream | In the city where the coronavirus outbreak was first reported, the reopening of outbound travel won’t end hard times, wariness or confinement. | But the city that has reopened after more than 10 weeks is a profoundly damaged one, a place whose recovery will be watched worldwide for lessons on how populations move past pain and calamity of such staggering magnitude. In Wuhan, sickness and death have touched hundreds of thousands of lives, imprinting them with trauma that could linger for decades. Businesses, even those that have reopened, face a wrenching road ahead, with sluggishness likely to persist. Neighborhood authorities continue to regulate people’s comings and goings, with no return to normalcy in sight.

Eighteen members of Congress signed a letter calling the DOI’s decision to rescind federal protection from Native American lands into question. Members of Congress sent a letter last week addressing Senate Majority Leader Mitch McConnell (R-KY) and Minority Leader Charles Schumer (D-NY) over the U.S. Department of the Interior (DOI)’s recent disestablishment of the Mashpee Wampanoag Tribe’s land by removing it from federal trust, and thereby revoking federal funding and benefits from the tribe. The tribe received notification of the status change from the federal Bureau of Indian Affairs two weeks ago on Friday. The current letter, dated April 3, was signed by 18 sitting members, including Reps. Ayanna Pressley and Joe Kennedy III, both Democrats from Massachusetts, where the Mashpee Wampanoag’s land is located. The Mashpee Wampanoag have lived on their land for more than 12,000 years, predating the U.S. government, according to the letter. Lawmakers in the letter called on the Senate to take up the 2019 Mashpee Wampanoag Tribe Reservation Reaffirmation Act, which would guarantee the trust status of the 320 acres of tribal land. It also referenced a bill that would recognize the Mashpee Wampanoag under the 1934 Indian Reorganization Act.

A federal court on Tuesday struck down the Trump administration’s move to suspend an Obama-era rule that restricted the use of a powerful greenhouse gas, saying the Trump administration did not follow the proper procedure. After the court ruled in 2017 that part of an Obama-rule regarding the use of hydrofluorocarbons (HFCs) was too far reaching, the Environmental Protection Agency (EPA) suspended the entire rule without giving the public time to weigh in. A federal court in Washington, D.C., determined in a 2-1 decision that this was unlawful and reversed the EPA’s 2018 action.

Fake Navy Secretary Thomas Modly is the 512th person to leave the Trump administration since the beginning. Modly is the 4th Secretary of the Navy Trump has had in less than 4 years. Only one of those, Richard Spencer, was confirmed by the Senate. In comparison, Obama had 3 Naval secretaries - one acting and two permanent - in 8 years. Edit: forgot to add - Modly served 13.6 Mooches, if his resignation is accepted effective today

People waiting to vote in Milwaukee in the middle of a pandemic. This is what Wisconsin Republican state legislatire and Wisconsin state supreme court and the Republican-controlled federal Supreme Courts have done. They have endangered the lives of people who simply want to vote. Mailing out absentee ballots to everybody and extending the deadline, and rescheduling in-person voting for June, was the solution.
