News Dump

The White House is seeking to end the United Auto Workers strike against General Motors with an agreement that would reopen an assembly plant in L/rdstown, Ohio that GM shut down in March. The effort, described to POLITICO by two people close to the matter, would effectively put the White House on the side of the UAW. Some 48,000 GM workers went out on strike Monday demanding higher wages, more generous health care benefits and more job security than management has been willing to offer in a new contract. If the effort is successful, it could boost Trump's reelection chances next year in Michigan and Ohio, where his approval rating has been slipping since the two states helped him to victory in 2016. President Donald Trump has tried to woo blue-collar workers by promising a manufacturing revival, but he's criticized union leaders and has a fraught relationship with the automakers. His Justice Department recently opened an antitrust probe into four automakers, not including GM, that are cooperating with California as it tries to bolster clear air rules. One person close to the matter said National Economic Council Director Larry Kudlow and White House trade and manufacturing adviser Peter Navarro are both involved in the talks. This individual, who was not authorized to speak publicly, cautioned that discussions are still in early stages and that the White House may not be able to broker a deal. In remarks to reporters Monday at the White House, Trump said, "Federal mediation is always possible, if that’s what they want. Hopefully, they’ll be able to work out the GM strike quickly. We don’t want General Motors building plants outside of this country."

White House says not involved in contract talks with GM, UAW union |     The White House is not involved in contract talks with General Motors Co (GM.N) and the United Auto Workers union, aimed at ending a nationwide strike that began late on Sunday, a White House spokesman and GM said.    “The Trump Administration, including Larry Kudlow and Peter Navarro, are not involved in the negotiations between the UAW and GM,” said White House spokesman Judd Deere.

Russia hacked the FBI to prevent the bureau from being able to track Russian spies in the US | Russian operatives hacked into the FBI's communication systems beginning in 2010 as part of a broad effort to monitor and cripple the bureau's surveillance of Russian spies in the US, Yahoo News reported on Monday. | The move enabled the Russians to evade surveillance and communicate with human sources, gave them the opportunity to collect information about their pursuers, and prompted concerns among officials that there was a Russian asset within the US intelligence community, the report said. | Yahoo News reported that Russia's hack of the FBI's communication systems was a key reason the Obama administration kicked out 35 Russian diplomats and closed two Russian diplomatic facilities in December 2016.

In less than three years, Trump has named more former lobbyists to Cabinet-level posts than his most recent predecessors did in eight, putting a substantial amount of oversight in the hands of people with ties to the industries they’re regulating. The Cabinet choices are another sign that Trump’s populist pledge to “drain the swamp” is a catchy campaign slogan but not a serious attempt to change the way Washington works. Instead of staring down “the unholy alliance of lobbyists and donors and special interests” as Trump recently declared, the influence industry has flourished during his administration.

Trump+Republicans Illegally Revoke California’s Authority to Set Stricter Auto Emissions Rules | The revocation of the waiver would also affect 13 other states that follow California’s clean air rules. | California’s special right to set its own tailpipe pollution rules dates to the 1970 Clean Air Act, the landmark federal legislation designed to fight air pollution nationwide. The law granted California a waiver to set stricter rules of its own because the state already had clean air legislation in place before the landmark 1970 federal legislation. A revocation of the California waiver would have national significance. Thirteen other states follow California’s tighter standards, together representing roughly a third of the national auto market. Because of that, the fight over federal auto emissions rules has the potential to split the United States auto market, with some states adhering to stricter pollution standards than others. For automakers, that represents a nightmare scenario.

Andrew Yang’s use of Asian stereotypes is reinforcing toxic tropes | Yang’s statements have spurred mixed reactions from the Asian American community. While some of his supporters told Vox that the jokes are cheeky in-group references that acknowledge Yang’s Asianness, other voters are concerned they reinforce longstanding racist stereotypes about Asian Americans and other minority groups. | While Yang may have innocuous intentions with his comments, as he said in an interview with CNN’s Jake Tapper this past weekend, the remarks are nonetheless reaffirming toxic tropes. Given his role as a high-profile Asian American presidential candidate, his message is setting the tone for how many people may see Asian Americans and perpetuating a damaging caricature in the process. | Yang condemned Gillis’s past remarks, including his racist comments about Asian Americans. But even in that condemnation, he waded into controversy himself, comparing Gillis’s insults to slurs faced by other minority groups and the type of backlash those would have received. In doing so, critics say he used the bigotry black people face in America to advance his own arguments and washed over any nuances in how each group has been treated in the past. | I’ve been called ///// and //// any number of times in my life. It can be extraordinarily hurtful to feel like you are somehow not part of the only country you have ever known. I have certainly felt that - the churning sense of alienation, anger and marginalization. | It’s also the case that anti-Asian racism is particularly virulent because it’s somehow considered more acceptable. If Shane had used the n word the treatment would likely be immediate and clear. | There’s a major reason why Yang’s broader use of stereotypes is so harmful: they help reaffirm a trope about Asian Americans commonly known as the “model minority” myth, a term that’s pretty much as offensive as it sounds. As the name suggests, this myth, which has previously been used to treat Asian Americans as a monolithic group, implies that Asians are fixated on school and certain professions, and is damaging for a lot of reasons. It not only obscures the diversity within the Asian American community, it’s also intended to demean other minority groups, Alton Wang writes for the Washington Post:    Writing in the New York Times in 1966, the sociologist William Petersen coined the term“model minority” to describe the post-World War II rise of Japanese Americans, even in the face of ongoing prejudice. He contrasted their success to that of what he called “problem minorities” (a term that he set in quotation marks that clearly pointed toward black Americans), groups pulled down by oppression to the point where they would greet even equal opportunity with “either self-defeating apathy or a hatred so all-consuming as to be self-destructive.”    Whatever Petersen’s intentions, this contrast exposes the real function of the model-minority myth: It rests not on the laurels of Asian American success, but of black oppression and perceived cultural failure. The myth has been used to pit different minority groups against one another, Wang writes. Additionally, it reinforces the perception that Asian Americans can only be one thing, and in doing so masks the wide range of interests, backgrounds, and needs within the community itself, the blog Reappropriate points out:     Every time the Model Minority Myth is misrepresented as fact, we render invisible the real facts about Asian Americans. We fail to see the staggering wealth gap among Asian Americans which leaves more than 10% of Asian Americans living below the poverty line. We ignore evidence that the poverty rate is several times higher for some Asian American ethnic groups, whose members also struggle with far reduced access to college.    Andrew Yang jokes that as an Asian, he knows a lot of doctors — implying that many Asian Americans are culturally-inclined to become (or befriend) doctors. This joke forgets how US immigration selects for promising, well-educated Asian immigrants creating a skewed perception of who Asian Americans are. | “The Asian American community is very diverse, and certainly I would never claim that my individual experience would speak to the depth and the breadth of our community,” he said. “At the same time, I think Americans are very smart and that they can actually see right through that kind of myth. And if anything, by poking fun at it, I’m making Americans reflect more on it.”

O’Rourke was unrepentant. “Leaving millions of weapons of war on the streets because Trump and McConnell are ‘at least pretending to be open to reforms’?” he replied. “That calculation and fear is what got us here in the first place. Let’s have the courage to say what we believe and fight for it.” O’Rourke has certainly shown courage on this issue. As a U.S. Senate candidate in Texas — Texas! — he advocated a ban on selling assault weapons. Now, following the massacre in his hometown, El Paso, he has been radicalized to go further. He is not, however, on a political kamikaze mission. Nearly 75 percent of Democrats support an assault-weapons buyback — and an even greater number support a ban on their sale. In a recent Post-ABC News poll, as my Post colleague Philip Bump points out, a buyback program was even backed by 31 percent of Republicans and 37 percent of people who live in households that have guns. By proposing a gun buyback, O’Rourke is breathing fresh life into his once-stagnant campaign. | It is certainly important to consider whether a policy idea is politically feasible at the moment — and that is a calculation that should be uppermost in the minds of legislative leaders. But it is even more important to consider what makes sense on the merits. And a mandatory gun buyback clearly does make sense. That’s exactly what Australia and New Zealand did after horrific mass shootings in their country. In just six weeks, gun owners in New Zealand turned in 15,000 newly banned guns. In Australia, about 650,000 guns were turned in as part a mandatory buyback in 1996-1997. The result was a 42 percent decline in the rate of firearms homicides and a 57 percent decline in firearms suicides. Buybacks are much more effective in reducing gun violence than simply a ban on sales of assault weapons of the kind that Congress instituted between 1994 and 2004. Millions of assault weapons have been sold since that law expired. To reduce the risk of mass shootings, it is imperative to reduce the number of weapons available for deranged individuals. Second Amendment absolutists will scream that Americans have a right to own guns. That’s true — but there are limits. You can’t bring home a functional tank, a rocket-propelled grenade or a machine gun (at least not without a federal license). You shouldn’t be allowed to own a military-style assault rifle, either. It’s a weapon of war that has no place in civilian hands, and for all the political risks inherent in O’Rourke’s stance, I am glad to see a mandatory gun buyback entering the Overton window.

The new rule reduces the number of inspectors required at pork plants and also removes a cap on the speed inspection lines can run, prompting concern from groups that the rule will hurt public health as well as worker safety. | But a decrease in inspectors could leave the responsibility to companies' staff to spot signs of disease and remove unsuitable products, leaving USDA inspection at the end of the line. “The new rule would remove 40 percent of government food safety inspectors from the pig slaughter plants, turning their tasks over to plant operators with no required training, and allow plants to aggressively increase their already breakneck line speeds to process more hogs per hour — and increase profits,” said Debbie Berkowitz, director of the worker safety and health program at the National Employment Law Project and a former senior policy adviser for the Occupational Safety and Health Administration under the Obama administration.
