I think it's fair to say that *partisan* tax laws are the exception, not the norm. 2001, 2003, 2017 stand out as especially lopsided/partisan. In contrast, tonight's bipartisan tally looks more like tax deals of yore. This one, clearly a classic win-win, enlarge the pie deal.
