The report is silent on the failure of our US domestic intelligence apparatus (cyber, electronic, digital, communication, paper records prove US intelligence agencies knew what was being planned, they were monitoring all these groups and knew about the who what when where how, they were internally alarmed and knew all the rallies being planned were going to culminate in one mega protest comprised of many groups intending to physically breach Congress to stop the certification, and our intelligence apparatus as usual did nothing)
